Still thinking of radio?
If you are, take a look at subsonic as an alternative, it's free and you should be able to stream to shoutcast if you can capture via windows sounds rather than a stream.
Downside:
you need a mod for "registrations" for anyone, or you can create custom logins as standard for people you trust.
