I've just setup a different credit card on my PSN account, it's one that I have online banking for, and I tried to subscribe to PS+, but it was declined.

So into my online account I go, check the statement, notice that there's not enough money on there, load it up with some money, and noticed that Sony charged me £1.00 just to use the card. This is not for anything other than a service charge.

Isn't that to check that they can take money and they put it back?

Yes 9/10 company pre charge your card to ensure there is credit,

Go to a hotel for an example, they ask for your Card before hand, Place $5 on the card, and they charge a £1 to the card
stay your night and do a runner,

its standered practice, 2 things happen,

they Charge X amount to ensure the card is valid and there is funds,
this is Deducted of the balance of what your have purchased

Or they will refund the amount the charged your card to ensure its valid.
