My PS3 is dying

Not really I don't think. If you consider the fact that there are at least 27 million PS3 users, even 1000 failures is a very tolerable margin.

Think of all the cars that have electronics go wrong in them, then consider the price of them to a PS3...

the fan on my ps3 is unbealiveably loud, i have tried hoovering the dust out but that worked for 2hrs, i rang sony and they said they would exchange one to me but for 130quid, i was like i can buy a bloody new one for that (exsagerated). any suggestions for making it quiet?

Joking aside, there's nothing you can do, once the fan sensor goes and it spins at full speed... it's like that all the time.
