Google and Nvidia have collaborated on GPU video upscaling to improve low resolution and low quality videos.
The effects do work, but there's a hefty electrical overhead. Around 130watts overhead. 15 months ago when electricity was 10 pence per kilowatt hour, it wasn't so bad. Now it's 50 pence and more per KWh, it's a nice but expensive addition.
Youtube will obviously benefit as it can lower quality, bitrate, and even resolution of video yet it still look as good. So google saves on overhead costs.
Twitch.tv has mostly poor quality video, unless the streamer has a seriously good upload rate, this is where you'll see the most benefit.

To enable VSR on your GeForce RTX 30 or 40 series PCs, open the NVIDIA control panel and under “Adjust Video Settings”, enable “Super resolution”. Users can specify quality levels between 1 (lowest) to 4 (highest). Higher quality levels will result in sharper images and improved artifact reduction
