That's only for locked save files, to stop you abusing the system (rapidly).
EDIT: ooo, just thought - could useful to circumvent DS's punishing system. Just back up your save every night and if your best equipment gets dissolved or whatever, bing - undo

I see a flaw in implementation. Surely Sony can check that PS3 you are trying to download the save to is not the one you uploaded it from hence there should be no 24 hour punishment.
